Dear Mayor Bradley:

This letter is in response to your letter dated August 26, 1986 in which you re-  ;

quested that the Nuclear Regulatory Comission (NRC) conduct public hearings and permanently close the Rancho Seco Nuclear Generating Station. By letter dated l September 26, 1986, we informed you that your Petition would be treated under i 10 CFR 2.206 of the Convr.ission's regulations and that we would take appropriate action within a reasonable time. On December 15, 1986, we sent you a second letter, advising that the NRC staff was evaluating the corrective actions under-taken by the Rancho Seco licensee, the Sacramento Municipal Utility District, and that a response to your Petition would be made after the staff eyaluation was complete.

The NRC staff has con'pleted its evaluation of the licensee's corrective actions to date and issued an SER. In addition, the Comission has met with the licensee and staff on March 22 in a public meeting to discuss the issues relevant to whether the plant is ready to resume operations. For the reasons set forth in the enclosed Director's Decision under 10 CFR 2.206, your request has been denied.

A copy of the Decision will be referred to the Secretary of the Comission for the Commission's review in accordance with 10 CFR 2.206(c). As provided by this regulation, the decision will constitute the final action of the Comission twenty-five (25) days after the date of issuance of the decision unless the Comission on its own motion, institutes a review of the decision within that time.

I have also enclosed a copy of the notice regarding this Decision that has been filed with the Office of the Federal Register for publication.
