License No. DPR-3 This refers to your Proposed Change No. 98, dated April 26, 1972, request-j ing authorization to operate the Yankee reactor in the Core X configuration with 22 specified Inconel clad AgInCd-Zircaloy control rod assemblies and two proposed hafnium-Zircaloy control rod assemblies.

You have indicated in your letter that during refueling with Core X and I

pre-operational sting of each of the 24 control rod assemblies, you 0

identified two control rodw that exhibited offanormal resistance to rod k

motion. Thereforc, Yankee proposes to replace the two distorted AgInCd control rods with new hafnium control rods that were purchased as spares at the time such rods were used in previous Cores III, IV and V.

We have reviewed the information you bave submitted including your evalu-i ation of the safety considerations associated with the proposed use of the x

hafnium-Zircaloy control rod assemblies during cperation of Core X.

verified that the reactivity worth of hafnium rods is about 57. greater than the reactivity worth of the specified AgInCd in like core positions.

We have also concluded that the use of the two replacement control rods to be installed in locations of the " Shutdown Group D" will not decrease the margins of safety determined previously for Core X operations.
