Technical Specifications Governing Containment Isolation Instrumentation (Proposed Change 213)
Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company (YAEC) hereby proposes the following amendment to Appendix A of the facility license.
Proposed Change Reference is made to the Technical Specifications of License No. DPR-3 of the Yankee Nuclear Power Station.
We propose to make the following change:
For the Engineered Safeguards System Instrumentation, Tables 3.3-2 and 4.3-2, on pages 3/4 3-12, 3-12A, 3-15 and 3-15A, delete references to Mode 5 from Section 2, Containment Isolation.
Specifically, delete Mode 5(1) from the "Applicable Modes" of Table 3.3-2 and Mode 5* from the "Modes in which Surveillance Required" of Table 4.3-2 for the following items in each table:

FYR 88-38 United States Nuclear Regulatory Commission Attention: Office of Nuclear Reactor Regulation Page 2 Reason for Change This change will restore consistency between Applicable Mode requirements for the Containment Systems (Section 3/4.6) and the Containment Isolation systems instrumentation.
Basis for Change Standard Tecanical Specifications (STS) call for Applicable Modes 1 through 4 for both containment Systems and Containment Isolation instrumentation.
The Yankee Technical Specifications governing Containment Systems were altered by Amendment 86, ref-erence (c), to adopt the STS convention.
However, the Containment Isolation instrumentation specifications were inadvertently left off the list of coordinated changes.
Therefore, this change corrects an administrative oversight from an earlier change.
Safety Evaluation This change has been evaluated and determined to involve no significant hazards consideration.
As such, this proposed change would not:
1.
Involve a significant increase in the probability or conse-quences of an accident previously evaluated.
This change merely provides consistency between existing specifications.
The applicable mode deleted by this change applies to con-tainment isolation actuation instrumentation during a mode when containment integrity is not required.
Therefore, there is no significant increase in the probability or consequences of an accident previously evaluated.
2.
Create the possibility of a new or different kind of accident from any previously analyzed.
This change is consistent with Standard Technical Specifications and does not introduce a new operation, configuration or analytical assumption.

3.
Involve a significant reduction in a margin of safety.
This change merely provides for consistency between existing specifications.
The applicable mode deleted by this change applies to containment isolation actuation instrumentation during a mode when containment integrity is not required.
Therefore, there is no significant reduction in the margins of safety associated with containment integrity.
FYR 88-38 United States Nuclear Regulatory Commission Attention: Office of Nuclear Reactor Regulation Page 3 Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public.
This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
Fee An application fee of $150.00 is enclosed in accordance with 10CFR170.21.
Schedule of Change These changes to the Yankee Technical Specifications will be implemented upon Commission approval.
A timely review and approval of the submittal would be appreciated.
