Furcunnt to Section 50.59 of the Cocnission's Rules and Regulations, the Yankcc Atomic Electric Company hereby requests authcrization to make -

the following changes PROPOSED __ C:-WrJE We propose an extension of the current tvelve (12) veek test interval to sixteen (16) weks, of the requirc cct to n.dasure centrol rod drop times at twelve (12) vcek intervals, as required by Propsed [

Change No.104, app oved Uovecher 15, 1972. The present tv(lve (12) veck cycle ends rehruary 22, 1975. {

i prAson rcR CHEI: We have been ocasuring control rod drop tires as prescribed in Proposed Change No 104, except for refueling outages, since Hoverter,1972 and have never measured a singic drop time in ,

excess of the lititing condition for operation. A total of'cight (8) <

r.hutdows have been cade for the purpose. This has established confidence in the long torn ability of the control roda to perform their intended f unction when needed.

An extension is requested at this time for two reasons 1) Our i Power Dispatcher has infomed us of a potential pcNer shortage during the period of February 22 due to the prior scheduling of outage tira p for other r.ajor gene' rating units in this area. The dispt.tcher is {

reluctant to schedule any additional outages for this tine period.

2) We are starting a new training class for reactor operators and the h additional month will pernit fuller utilisation of the outage time for reactor operator training. [!

SAFETY CCNSIDEPATICUSr This proposed change has been reviewed by the

]

Euclear Safety Audit and Review Coccittee. The cause of the control j j

rod halfunctions was associated with mechanical prob 1ces in the lover shroud assembly. Replacement of the lowcr shroud asser.bly in cycle X j removed the cause of the malfunctions and subsequent.'nspection and ,

testing has revealed no unusual or abnormal conditions and that no safety implications are involved in the extension of this surycillance daterval.

SCHEI:ULE OF CHANGE: If this request is granted vo would postpone the plant outage from February 22 to March 22 and start the next twelve (12) week interval on March 22,' 19'/5.
