This refers to your request dated July 29, 1969, for approval of Proposed Change No. 87 to the third paragraph of Section D.1 of the Technical Specifications to Facility License No. DPR-3. The proposed change would permit replacement of the present " Yankee Review Ceesmittee" by the

" Nuclear Safety Audit and Review cm=fttee", including changes in the composition and number of neembers.

Currently, the Tankee Review Comunittee is composed of three engineers and scientists from outside the Yankee organisation. The prorseed Nuclear Safety Audit and Review Cotnaittee would include three Yanku engineering department section heads and one persom from the supervisory staff of each Yankee suelear power pleet er project. A suggested revised wording of the proposed change was discussed with Mr. Wendell Johnson on August 15, 1969, and is acceptable to Yankee Atmic Electric Company.

The objective of the Nuclear Safety Audit and Review Coussittee is to pro-vide an effective means for continuing review and verification of the adequacy of facility operations, including performance of equipment and operating personeel, plant design and operational safety. 'Ita Comittee must be independent of the normal line organisation and its membership must be knowledgeable and experienced in the fields of nuclear reactor and power plant design and operation.

We have concluded that the proposed change, as modified, meets this objective ant does not present dignificant hazards considerations not described or implicit in the Safety Analysis Report and that there is reasonable assurance that the health and safety of the public will not be endangered by operation in the manner proposed.

Accordingly, the third paragraph of Section D.1 of the Technical Specifi- l cations, Appendix A, to Facility License No. DPR-3 shall be deleted and  ;

rc.placed by new wording to read as follows:

"There shall be a Nuclear Safety Audit and Review Commaittee.

The Couaiittee shall be composed of three Yankee Engineering Department Section Heads and one persea from the supervisory staff of each Tankee Nuclear Feuer Plant or Project. The individual members of the Coimnittee shall be designated by name. A majority of the members shall constitute a quorum.

The minisman meeting frequency shall be semiannually. Writtaa minutes of all meetings shall be prepared. These minutes shall be transmitted to the Vice Trasident and to the Manager of Operations."
