'Ihis refers to your request, dated June 28, 1963, for AEC authori-

ation of Proposed Change No. 38 in the Technical Specifications of Facility License No. DPR-3 pursuant to the provisions of Section 50.59, -

10 CFR 50. The Propaed Change would authorize revisions of certain -

sections of Plant Maintenance Instruction No. 506B3 which are incorpor- ,

ated by reference as part of the Technical Specifications for the .

reacto r. These revisions would permit conducting the Primary Plant Cold Leak Test with spent fuel in the core and the reactor vessel - ,

isolated from the heat removal system. The revisions would clso per-mit increasing the minimum temperature at which the leak test may be performed to compensate for the shift in nil ductility temperature of the reactor pressure vessel resulting from neutron irradiation during reactor operation.
