SUBJECT: NRC INSPECTION REPORT 50-445/97-06, 50-446/97-06 AND

NOTICE OF VIOLATION

Dear Mr. Terry:

An NRC inspection was conducted during the periods of March 3-14,1997, and April 28,

through May 2,~ 1997, at your Comanche Peak Steam Electric Station, Units 1 and 2,

reactor facility. The enclosed report prasents the scope and results of that inspection.

The purpose of this inspection was primarily to evaluate the effectiveness of the licensed

operator requalification program. It also involved substantial observations of control room

l

performance. Overall, the licensed operator requalification training program effectively

l

implemented a systeme

pp.' ach to training and maintained the condition of licenses.

We appreciate the support and hospitality your staff gave to the visiting inspector from the .

Canadian Atomic Energy Control Board, who accompanied the NRC inspectors.

l

We are concerned, however, about a violation of NRC requirements, which is identified in

I

the enclosed report. The violation of NRC requirements was identified by our inspectors.

l

The violation involved a failure to have procedures to ensure that alllicensed operators that

have their licenses conditioned to wear corrective lenses for the eye, always have available

!

appropriate lenses qualified for a self-contained breathing apparatus.

- The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances

i

surrounding the violation are described in detail in the enclosed report. The NRC has

concluded that information regarding the reason for the violation, the corrective actions

taken and planned to correct the violation and prevent recurrence is already adequately

addressed in the enclosed report. Therefore, you are not required to respond to this letter

unless the description therein does not accurately reflect your corrective actions or your

position. In that case, or if you choose to provide additional information, you should follow
