Your letter dated June 4,1975, furnished information in support of your L request for exemption from certain requirements in Appendix J to 10 CFR Part 50, "Prinary Containment Leakage Testing for Water-Cooled Power glj (

Reactors". We have reviewed this informatiott in connection with Sections 16.4.11 and 16.5.4, limiting conditions for operation "Contain- l?. 2 ment Integrity and Surveillance Requirements" and "Containnent Testing", N respectively, which are included in your proposed new format Technical Specifications for Yankee-Rowe. In our review, we are considering the Q[

g exist 1.vig Yankee-Rowe continuous containment Icakago monitoring system as a possible substitution for the frequency requirenents in Appendix J.

1. Specify the minimum containment leakage (lower limit) which can s be sensed and recorded by the monitoring system when the plant is 4 being operated at the lowest allowable containment pressure. -

Describe the method used to extrapolate leakage measured at the %j normal containment pressure to the peak calculated accident pres- i sure (Pa) normally used for local Icak rate tests. I 3

2. Propose limiting conditions for operation which require operability i of the continuous containment leakage monitoring system, including
  • the maximum time the plant may remain operational with the moni- m toring system inoperable before plant shutdown is required.
3. Propose a surveillance requirement for performing a containment integrated Icak rato test (Type A) subsequent to equipment hatch removal and replacement.
