Dear Mr. Russell:

r The purpose of this letter on the subject 1.E.Bulletin 85-03 program at our Peach Bottom Station is two-fold.

First, submitted herewith is our report which partially satisfies the bullettn's reporting requirements and describes our Peach Bottcm IEB 85-03 Program and plans for future work.

Secondly, it discusses the schedule aspects of the progran with respect to our plans to restart Peach Bottcm Units 2 & 3.

The referenced letter provided our Initial response to the subject bulletin.

The attached report provides a conplete response to I.E.Bulletin 85-03 action items a), b) & d) and a partial response to action item c) as related to Unit 2 specific test results.

All general and unit specific program elements identified in the attached report, with the exception of the Unit 2 differential pressure testing, will be ccxmleted prior to the restart of each unit. The Unit 2 final I.E.Bulletin 85-03 response, containing the differential pressure testing results, will be submitted within three (3) nonths after testing conpletion folicwing Unit 2 restart. This is necessary since nest planned differential pressure testing requires the use of nuclear steam. Because the planned Unit 3 program does not incitxfe any differential pressure testing, its final response will be submitted before restart,
