Additional Core XII LOCA Analysis with Elevated Upper Hemispherical Head Temperature

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modifications to Appendix A to the Technical Specifications:

PROPOSED CHANGE: It is proposed that:

1. The attached Figure 8-1 replace the corresponding figure in Appendix A of the current operating Technical Specifications;
2. The attached Figure 3.2-1 replace the corresponding figure in Yankee Rowe Core XII Standard Technical Specificatione;
3. The attached table of contents replace the corresponding table in Reference 2 above, and;
4. The attached Appendix C be added to Reference 2.

REASON FOR CHANGE: In response to your Order (Reference 3) of August 27, 1976, a re-analysis of the Loss of Coolant Accident (LOCA) has been completed. This re-analysis assumes that the initial coolant temperature in the upper head of the reactor vessel is equal to the reactor outlet temperature as described in the attached Appendix C.

The results of a re-analysis of the most limiting break size (0.6 DECLG) indicate, as previously reported (Reference 4), that a

I J United States Nuclear Regulatory Commission October 8, 1976 Attn Office of Nuclear Reactor Regulation Page Two small reduct' ion in the allowable peak linear heat generation rate (LHGR) is required in order to remain in conformance with 10CFR50.46. You have made use of these results in your Order (Reference 3).

In addition, a re-analysis of the two pertinent breaks demonstrates that the limiting break size does not change. Thus, the 0.5 kw/ft penalty to account for uncertainty about the worst break size need not be applied as required by your Order (Reference 3) . ,

On the basis of these results, the attached figures from the current  ;

operating Technical Specifications and the Standard Technical Specifications have been revised.

SAFETY CONSIDERATIONS: Based on the analysis contained in Appendix C >

attached hereto, it is concluded that Core XII operation with the revised restrictions on allowable peak LHGR will not endanger the health and safety of the public.

However, until this change is approved, Core XII operation will proceed within the more restrictive limits imposed in Reference 3. l This proposed change has been reviewed by the Nuclear Safety Audit ,

and Review Committee.  ?

SCHECULE OF CHANGE: Core XII is operating at a reduced power level in conformance with the restrictions imposed in Reference 3. We respect-fully request review of this proposed Change by the Commission as soon as practical.
