J. Long Gentlemen:

The Georgia Power Company offers the following information in response to your letter dated October 4, 1978, describing apparent noncompliances with ';RC requirenents noted during your August 21 - 24, 1978, inspection of the Hatch Nuclear Plant.

Deficienc. A The control rod drive replaced March 28, 1978, was not witnessed at all hold points by a DC inspector as required by Procedure IC: P 8 21.

This was brought to plant management's attention on the same day the hold points were bypassed.

A rev4ew of the location of the hold points in relat ion to the correct operation of the control rod drive was perforned.

It was dete rmined that if the work not inspected was in error, it would have been identified by l

control rod drive functional t e s t i n r,.

This review, however, was not documented.

The following corrective action has been initiated to ensure that bypassing hold points will not reoccur.

Formal instructions to departmental supervisors on the mannine of work with DC hold points.

Forral training of maintenance personnel on procedures relatine, to the purpose and use of QC hold points.

Fo rma l traininn of OC personnel on the proper disposit ion of inci-dents of this nature should they occur in the future.

Deficiones P,

The naster records requirtnents matrix required by Procedure HNP-820 is beiny developed to provide visibilits of the records being generated, their frequency o f renerat ion, and their retention periods, relative to an operatinc plant.

The mat rix will be completed no lat e r t han Novembe r 15, 1978.
