Although we have concluded that no fastener discrepancy identified during this testing adversely affects safety related components, we intend to further evaluate our current procedures and practices to determine if any further actions need to be taken to assure continued compliance with fastener i
specifications and requirements.
We will either identify any subsequent corrective actions, if applicable, or provide a schedule for completion of this activity by February 29, 1988.

W ENCLOSURE 1 RESPONSE TO NRC IE BULLETIN 87-02 ACTION ITEN 1 RECEIPT INSPECTION AND INTERNAL CONTROLS NORTH ANNA POWER STATION 1.
DESCRIBE THE CHARACTERISTICS CURRENTLY EXAMINED DURING RECEIPT INSPECTION OF THE FASTENERS a.
Receipt inspection of fasteners includes the following:
(1) Verification of diameter and length.
(2) Random check of threads with thread gage.
(3) Verification that ASTM /ASME head or end markings are correct.
(4) Verification of heat number and code identification to certified material test report (CMTR).
(5) Check of chemical and physical data on CMTR to ASTM /ASME requirements, when applicable.
(6) Verification of manufacturer's Certificate of Conformance (C of C), when applicable.
(7)
Inspection for damage, correct quantity, and documentation accuracy.
2.
DESCRIBE THE INTERNAL CONTROLS UTILIZED DURING STORACE AND ISSUANCE FROM STOCK TO ASSURE THAT APPROPRIATE USE OF FASTENERS a.
Internal controls are applied as follows:
(1) Fasteners are normally tagged individually with stock number, storage level, purchase order (P.O.) number, heat number, ASME code class, and safety related. Fasteners may be bulk packaged with one tag and later subdivided as stated in subparagraph (3) below.
(2) For safety-related fasteners, a QA Acceptance Tag is affixed by the inspector.
Stores personnel do not release fasteners unless this tag is affixed. These tags are inspected as part of QA's maintenance monitoring activities.
(3)
If threaded bar is cut, a Quality Control inspector witnesses the suidivision and provides additional acceptance tags or stickers.
(4) Station administrative procedures require Maintenance Engineering review and approval of safety-related fasteners in pressure boundary applications on ASME code class components that are over 1" diameter nominal pipe size.

Introduction In response to NRC Compliance'Bulletir 87-02, Virginia Electric and Power Company (Virginia Power) tested selected fasteners for conformance to the chemical and mechanical property sections of the applicable material standard. This report contains the results of this testing as well as the disposition. of any fasteners that.did not meet the detailed requirements of the standard.

Testing Method The fasteners to be tested were selected in accordance with NRC Compliance Bulletin 87-02.
Only safety related fasteners are procured for pressure boundary or structural support applications.
There are a small percentage of fasteners which are procured as non-safety related and which are maintained as stock items. However, this stock is procured from the original equipment manufacturer, by part number, to meet original specifications and dedicated to non-safety reinted applications.
Additionally, fasteners 1/4" or smaller are stocked as non-safety related based on limited availability of testing and certification documentation.
Inventoried fasteners which are stocked for general plant use are stocked as safety related fasteners. Therefore, based on these practices, we 1
only included safety related fasteners in our sample plan. Attachment 1 to this enclosure contains the completed fastener testing data sheets for each of the 41 samples.
Virginia Power contracted with Law Enginaering Testing Company to perform the chemical and mechanical analyses. Law Engineering is a qualified laboratory, on Virginia Power's approved vendor list.
Testing methods were in accordance with the requirements of the applicable material standards. When deemed to be useful, testing beyond the requirements of the bulletin, such as elongation and reduction of l
area measurements, were performed in accordance with the ASTM standards.
Chemical analysis was performed on all samples. Hardness testing and tensile tests were performed on bolts, capscrews, threaded bar, etc.
which were sufficiently long for testing. Hardness tests were performed on nuts and bolts as required.

The format is similar to Attachment 2 to NRC Compliance Bulletin 87-02.

Evaluation of Results

Each fastener whibh did not meet all. requirements of the applicable standard is evaluated, based on the importance of_the specific property with respect to application and environment, where applicable.
The following is an item by item discussion of each deviation that was identified.
4.1 NPF4-AB, -AC, -AE and -AR For these samples the elongation was out of specification as indicated /in Attachment 2.
All other properties conformed to the specification.
Ductility is considered a qualitative,' subjective property of.a material. Conventional measurements of ductility from tension tests are elongation and reduction of area.
The significance of ductility for bolts is to indicate to the designer the ability of the metal to flow plastically before fracture. A high dustility indicates that tb material is "forgiving" and likely to deform locally without fracture should the designer err in the stress calculation or the prediction of severe loads.
Even though the lower measured values of percentage-elongation for these materials indicate somewhat lower ductility, the measured value of percentage reduction of area being within the specification indicates adequate ductility of the material.
Therefore, the measured differences in value of percentage elongation for these specimens are considered to be insignificant and not sufficient cause to remove any fasteners already placed in service.
4.2 NPF4-A0 and -AP For these samples, hardness and elongation were out of specification as indicated on Attachment 2.
These properties indicate that the material was not solution annealed after cold-working. This was verified by metallographic section. Although the fasteners do not pose a problem from a stress view, this metallurgical structure is more susceptible to stress corrosion cracking.
Fasteners procured under this purchase order were reviewed and were found not to have been used in any safety related systems. The remaining supply of these fasteners will be removed from stock to prevent any further use of this material.
4.3 NPF4-AS The ultimate tensile strength was out of specification. The minimum strength specified is 125 ksi and the measured strength was 123 ksi.
All other mechanical and chemical properties conformed to the specification.
This represents an ultimate strength of about 1%
below the specified value; however, other measured properties were acceptable.
This deviation is considered to be insignificant and not sufficient cause to remove any fasteners already placed in service.
