make Proposed Change No.10 in your facility pursuant to paragraph 3.A. of License No. DPR-3, as amended. @

We have reviewed the proposed change and have found that a temporary waiver of operating restriction D.2-.d.(6) of the Technical Specifications attached as Appendix "A" to License No. DPR-3 in order to permit a test demonstration  ;

of the use of boric acid in the main coolant system in higher concentrations .i than previously permitted during operation of the reactor under License No.

DPR-3, under the conditions proposed and as modified hereunder, does not present significant hazards considerations not described or implicit in the' license applicat!.on as anended to June 23, 1961, and that there is reason-able assurance that the health and safety of the public will not be endangered  ?

In view of the foregoing, operating restriction D.2.d.(6) of the Technical Specifications attached as Appendix "A" to License No. DPR-3 is temporarily waived, and Yankee Atomic Electric Company is hereby authorized to conduct the test demonstration according to its request dated August h,1961, )

entitled Proposed Change No.10 subject to the following additional condition:

The term of the waiver is for the period of the test demonstration only and shall expire when the test' demonstration is completed, or six weeks after the start of the test demonstration, whichever occurs first; provided, however, "

that the test demonstration shall be discontinued if at any time the summation l of uncertainty in reactivity measurement plus any unexplainable reactidty change exceeds 0.8% delt.a k/k.
