" Testing Of Safetv-Related Lonic Circuits" Ladies and Gentlemen:

Generic Letter (GL) 96-01 was issued on January 10,1996. The Generic Letter notified licensees of problems with testing of safety-related logic circuits and requested implementation of the actions described therein. Southern Nuclear Operating Company's (SNC's) initial response for Farley Nuclear Plant (FNP) was provided by SNC letter dated April 5,1996. This letter provides SNC's confirmation of the completion of actions taken by FNP in response to GL 96-01.

FNP has completed a review of the Reactor Protection System (RPS), Engineered Safety Features f

Actuation System (ESFAS), and Emergency Diesel Generator (EDG) load shedding and sequencing l

schematic drawings and surveillance procedures for Unit I and Unit 2. The review resulted in the' identification of two technical specification testing issues-inadequate surveillance of the Reactor Coolant Pump (RCP) underfrequency reactor trip and a missed surveillance of the reactor trip from the manual Safety Injection (SI) handswitch. The RCP underfrequency reactor trip surveillance procedures have been revised to ensure the entire trip circuit is adequately tested. Discretionary enforcement was requested for l

the reactor trip from the manual SI handswitch surveillance and subsequently granted on June 24,1996. A l

i new surveillance procedure was developed to fully test the reactor trip from the manual SI handswitch. All circuits in question have been satisfactorily tested on both units. With these changes, the FNP Unit I and Unit 2 surveillance programs for RTS, ESFAS and EDG load shedding and sequencing are in full compliance with the Technical Specifications as required by Generic Letter 96-01.
