SUBJECT:
ACCEPTANCE REVIEW 0F THE GREEN RIVER, UTAH UMTRA SITE FINAL REMEDIAL ACTION PLAN AND FINAL DESIGN The Siting Section (LLTB) has performed an acceptance review of the Final Remedial Action Plan (RAP) and the Final Design for the Green River Utah UMTRA Project site.
Based on this review, we conclude that sufficient information has been provided to begin our analysis of the proposed design. However, we have identified several analyses and references which should be supplied to the NRC staff in order to complete a full technical review.
It is our understanding that DOE will transmit these analyses and references within the next few days. The missing information includes:
1.
Detailed mixing calculations to estimate percolation rates through the tailings (RAP, Paged-417).
2.
Detailed runoff and ponding calculations deraonstrating that "bathtubbing" of seepage in the disposal cell will not occur (RAP, Page D-429).
3.
Detailed input and results of the +wo-dimensional dispersion model for nitrate (RAP, Page D-431), and other contaminants analyzed for compliance with EPA ground-water quality standards.
4.
Rationale, justification, and analyses describing the influence of the proposed changes in cover design on infiltration, especially considering that the raden/ infiltration barrier thickness has been reduced from 1.5 feet to 1.0 foot (see letter from P. Lohaus (NRC) to J. Arthur (D0E),
dated January 30,1988).
