Dear Mr. Arthur:
leted the acceptance revir,e of the preliminary Final The NRC staff has comp (RAP) and the preliminary final Design for the Green Rerredial Action Plan River, Utah, UMTRA Project Site. Based on this review, the staff concluded that sufficient information was provided to begin our analysis of the proposed design. However, the staff identified several analyses and references which should be supplied in order to corrplete a full technical review. On March 10, 1988, Mr. Richard dichey was infonned by telephone of the results of this acceptance review and the need for the additional information. It is our understanding, based on this conversation that the information will be Federal Expressed to the staff within the next few days. The additional information includes: 1. Detailed mixing calculations to estimate percolation rates through the tailings (RAP, Page D-417). 2. Detailed runoff and ponding calculations demonstrating that "bathtubbing" of seepage in the disposal cell will not occur (RAP, Page D-429). 3. Detailed inpu6 and rasults of the two-dimensional dispersion model for nitrate (RAP, Page D-431), and other conteminants analyzed for ccepliance with EPA ground-water standards. 4. Rationale, justification, and analyses describing the influence of the proposed changes in cover design en infiltration, especially considering that the radon / infiltration barrier thickness has been reduced from 1.5 feet to 1.0 foot (see letter from P. Lohaus (NRC) to J. Arthur (00E), dated January 30,1988). The information requested in Item 4, above, is especially important in that it represents a significant portion of the information used in our determinati6n k PDR WM-68 (d/11-{?V NLol
f-of compliance with the EPA ground-water standards. If you have any questions regarding this memorandum er the review, please contact Sandra L. Wastler, of my staff. Sincerely, Paul H.
