Dear Mr. Arthur:
Following an acceptance review of the draft Remedial Action Plan and Site Conceptual Design (DRAP) for stabilization of, and the draft Environmental Assessment (DEA) of remedial action at the Inactive Uranium Mill Tailings Site near Falls City, Texas, NRC staff has determined that the infomation provided is not adequate to support a detailed review. The deficiencies and infomation needs identified by the Staff are stated in the enclosed coments.
These coments were verbally transmitted to DOE via a telephone conversation between S. Bilhorn and F. Bosiljevac on January 15, 1988.
NRC Staff's review of this dRAP and DEA will be reinitiated following NRC receipt of an adequate response to these coments.
The NRC Staff's primary concern is that the dRAP and DEA provide no evaluation of the ground-water impacts from the proposed disposal options.
In addition, information needs were identified by the Staff in the areas of Geology, Ground-water Hydrology, Geochemistry, and Surface Water Hydrology. This information is needed in order for the Staff to continue it's review.
The concept of an NRC acceptance review met with DOE agreenent when discussed with you at the NRC/D0E December 1987 reeting in Denver.
Results of NRC acceptance reviews are to be verbally provided to DOE within five days of the receipt of documents transmitted by DOE for the Staff's review. The verbal response regarding this review was provided later than planned; however, the NRC Staff does intend to meet the five-day acceptance review schedule with documents received from DOE in the future.
The project manager for this review is Giorgio Gnugnoli (FTS 492-0578).
