COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 DG FUEL OIL TRANSFER PUMP SUCTION LIFT SDAR: CP-87-26 (FINAL REPORT)

Gentlemen:

On December 23, 1987, we notified you by our letter logged TXX-7125 of a deficiency involving diesel generator fuel oil transfer pump suction lift which we deemed reportable under the provisions of 10CFR50.55(e). Th'= is a final report submitted to provide the corrective actions for this issue.

The pump net positive suction head (NPSH) criteria and the seven day fuel oil storage criteria are established in Design Basis Document DBD-ME-215, "Emergency Diesel Generator Fuel Oil Transfer System." Low and high fuel oil storage tank. level alarm setpoints have been revised and associated field changes will be implemented consistent with calculation 16345-ME(B)-306 to allow for a full seven days of fuel oil while operating at 100!s power level.

Fuel oil reserved for diesel testing has also been reduced to a maximum of 3450 gallons. Appro)riate FSAR change requests will be made to reflect this reserve capacity ratler than the current FSAR values which indicate a 15's of tank capacity testing reserve, in addition, the specific gravity of the fuel oil will be inspected within strict tolerances specified by the plant Technical Specifications when received on-site for storage.
