DOCKET N05. 50-445 AND 50-446 DIESEL GENERATOR FUEL OIL TRANSFER PUMP SVCTION LIFT SDAR: CP-87-26 (INTERIM REPORT)

Gentlemen:

On June 29, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving the diesel generator fuel oil transfer pump. This is-an interim report af a potentially reportable item under the provisions of 10CFR50.55(e).

Our latest report on this issue was logged TXX-6890, dated October 26, 1987.

We are reporting this issue under the provisions of 10CFR50.55(e).

The required information follows.

Description Calculations performed under the Design Validation Program (DVP) indicated that the existing diesel generator fuel oil transfer pumps were specified for a suction lift that-is less than required during " worst case" operating conditions.

This condition is contrary to the FSAR which requires a full seven days of fuel oil for the emergency diesel generators while operating at a 100% power level.

Due to the suction lift deficiency, a full seven days of fuel oil may not be transferable from the storage tank to the day tank.

The cause of this deficiency is the failure of the diesel generator fuel oil pump specification to conform to the criteria stated in the FSAR.

This condition is limited to the diesel generator fuel oil transfer system.

Safety Implications We are reporting this issue primarily on the basis that a deficiency in final design exists such that the criteria stated in the FSAR are not met.

The a

CPSES design is based upon a seven day supply of fuel oil in the storage tanks. Although improbable, it could be hypothesized that the diesel generators would fail due to a lack of fuel during an accident.
