Dear Mr. Arthur:

We have reviewcd your letter of February 23, 1988, which sumarizes the results of our February 10 n.eeting on the UliTRA docurrent review process.

For your information, the NRC staff's suunary of that meeting and the one en the following day is enclosed.

As ycu have requested, we wish to make the following clarifications based on the t'RC staff's understanding of the review process discussion:

1.

Regarding acceptance reviews, the NRC will transmit.ia telephone call the staff's conclusion on acceptability.

This call would not include any decisions / agreements between the NRC project raanager and the DOE project engineer on the significance of missing infornation.

Rather, if any problems exist with respect to an NRC non-acceptance, you should contact tre for further discussion.

2.

Following the llRC staff raiew of the preliminary final RAP / Design, wc will transmit a "prepared to concur" letter identifying open issues, rather than providing conditional concurrence.

3.

There is no indication in your review process sumary that turn-around times for liRC reviews are targets which may be affected by trultiple simultaneous reviews and resulting overload of staff resources.

4.

Regarding the Green River site, your letter indicated that a necting would be scheduled for mid-March to discuss the design. We have received the final RAP / Design and cor.pleted our acceptance review.

We would not discourage the planned design meeting, but it can not take place until af ter the NRC staff has completed and documented its review.
