. NOTICING OF PROPOSED LICENSING AMENDMENT LICESSEE: Yankee Atomic Electric Company (Yankee-Rowe) '

REQUEST FOR: Installation of Filter Systems in the Plant Exhaust Air Systems. REQUEST D.\TE: August 13,, 1975 PROPOSED ACTION: ( ) Prc-notice Reco=nended ( yy) Post-notice Recommended () Detarmination delayed pending completion of Safety Evaluation . BASIS FOR DECISION: Sections 209, 216, 228 in the Final Hazards Summary Tseport which describe the plant exhaust air ventilation systems are incorporated in the facility Tech Specs. Yankee's proposa1' involves replacement of descriptive pages in the Tech Specs to r'eflect modifications for upgrading these systems. The modifications involve the addition of filter systems , (prefilters, HEPA's and charcoal adsorbers) for removing radioactive l particulates and iodine prior to routine releases of airborne effluents  ;- from the plant stack. Ducting and piping will be rerouted for directing  ! the exhaust air through the filter trains. The modifications will provide  ! an improved capability for maintaining activity in airborne effluent releases [ as low as practical and do not involve an unreviewed safety question. For the above reasons, the proposed change (replacement of descriptive pages in the Tech Specs) does not involve a significant hazards consideration. It should be noted that the plant air exhaust system filters are used for controlled routine releases of airborne effluents and do not involve any accident considerations. CONCURRENCES: DATE:
