January 14, 1976. Based on our review, we conclude that your plan meets the requirements of 10 CFR Part 50, Appendix E and is t acceptable for use at Yankee-Rowe.

, EVALUATION OF '

YANKEE ROWE EMERGENCY PLAN We have reviewed the Yankee.Rowe Emergency Plan, References ~l'and 2, and-find that the plan meets the requirements of Appendix E to 10 CTR Part 50 and the applicable Regulatory Positions of Regulatory Guide 1.101 dated November 1975. Although implementing procedures appended to the plan were examined during our review, our finding pertains to the general plan. itself and not to the details of the procedures. 1

The normal organization for coping with emergencies consists of the plant

- operating staf f under the airection of the shif t supervisor (or a designated alternate) who is the designated. Emergency Director. Upon declaration of a more serious emergency, the operating staff would be supplemented by non-shift operating personnel and corporate staff under a designated Emergency Coordinato-and in the case of an offsite release of radioactivity, local, State and Federal Agencies and support s.e rvices. In order to put emergency procedures into effect with a minimum of delay a tag board cystem for plant personnel ,

I is in effect. This board categorizes and details the responsibilities of pertinent plant personnel arriving at an emergency coordination center at the plant. All members of the plant staff are assigned and indoctrinated in specific emergency tasks and succint s"-aries of all assignments are i available to each energency team.

.- The offsite emergency organization consists of' State and local. Agencies and local support servides. The' Departments of Health of Massachusetts and Vermont are the prime State Agencies for radiological emergency i 1

planning. Monroe Fire Department personnel have received' training 'in .,

s radiological safety and are f amiliar with the plant fire protection system. In the. case of an offsite release of radio, activity, or the judgment

. by plant personnel that such may be immenent, the State Police of Vermont and.

Massachusetts,- who have been designated as the prime offsite response authorities, would immediately establish liaisen with the Yankee Rowe

Emergency Coordinator at either the prime Emergency Operations Center (EOC) at the Tulton House or the alternate EOC at the Harriaan hydroelectric station, as appropriate. State Health Department repreaentatives would also be dispatched to the EOC. Both EOCs are well equipped with communication facilities and a ecmplement of emergency supplies and' equipment, and tag boards, are made available at'the prime EOC.

- Means for detecting abnormal and emergency conditions at the plant include personnel observation and fixed and portable instrumentation. A variety of radiological and non-radiological detectors are located throughcut the plant. Audible and visible alarms would sound locally and remotely (in the control room) should an abnormal situation be detected. Redundant means for detection are available in that numerous process variables are e tw *

communications equipment would be used as - an aid in ~ determining the extent -  ;

and ' level of onsite and offsite contamination should there be a release-  ;

of radioactive material.- Data from the Yankee'Rowe env1renmental monitor stations we"id also be immediately available 'for analysis. Acceptable criteria for notification of offsite agencies and support -services , and for protective actions on behalf of individuals , have been established.

Pertinent abnormal operating procedures include the declaration of pre-determined e=ergency classes based on these criteria and notification  !

those situations where responses can be pre-determined. .

i Personnel monitoring, first aid, decontamination', respiratory, protective  ;

coveralls, stretchers, signs and posters, and other emergency supplies are unincained at the plant, the primary EOC and at North Adams Hospital for  ;

Yankee Nuclear Services Division in Westboro, Mass. Letters of agreement i betvaen Yankee Rcwe and local physicians, ambulance services and che North 1 1

Adams Hospital are appended to the Yankee Rove plan. I Plant personnel are' trained in emergency procedures, monitoring (onsite and of fsite) , health physics , first aid, fire fighting, security and i

traffic control. Periodic' retraining is conducted. Semi-annual radiation emergency exercises are conducted to test various aspects of the plan. l

A periodic review of all operating, sbnormal and emergency procedures is conducted by the Plant Operations Review Comnittee and the plant Nuclear Safety Audit and Review Co=nittee..

Tests of major aspects of the emergency plan, including ensite and offsite interfaces, are conducted periodically 3 with the participation and agreenent of State and local Agencies and local Support services.

Liaison will be continuously maintained with State and local Agencies responsible for public safety; special attention will be devoted to j maintaining effective conmunication channels and detailing the specific bmq nature of assistance to be rendered.

A procedure which discusses the curveys, personnel monitoring, access control, and the requirement for pre planned actions for re-entry of a contaminated area is appended to the plan.-
