efforts on developing the revised Yankee Atomic Electric Company's topical Quality Assurance Program, you stated in part in your Ictter dated April 27, 1976,... "Until such time as the NRC can internally ci agree upon such a list of documents and issue it to us in writing, we find it impossible to agree to a submittal date for a revision to our revised Quality Assurance Program.

This is to confirm that Mr. C. J. Heltcmes' letter to you dated April 19, 1976, including the documents referenced therein, represent the position of the Office of Nucicar Reactor. Regulation on the requirements for an acceptable Quality Assurance Program fer the Yankno Rowe, Maine Yankee and Vermont Yankee facilitics.

I trust that this letter will remove the uncertainty regarding the scope of your remaining efforts for submittal of the revised topical O/A program.

I regret the apparent past misunderstandings and I am confident that this matter will be cooperatively and successfully resolved.

In view of the circumstances, I believe a one month extension to my previous request is justified.

Accordingly, please advise me if you cannot make your final submittal by September 1, 1976.

Further, if any changes to your ongoing program are nooded to conform to the revised progr tm description, we would expect that they will be impicmented by Janualy 1, 1977.

Picaso also advise us of your plans in this regard.
