Gentlemen: y As a result of our review of your Core XII refueling submittal and W your related Emergency Core Cooling System (ECCS) performance evalua-tion, we concluded that Yankee-Rowe can be operated safely with Core

XII and in conpliance with 10 CFR Part 50, 550.46. This conclusion r was based in part on our finding (described in our Safety Evaluation k dated December 4,1975) that with the disabling of the automatic f bus transfers by racking out and locking of the alternate supply F?

breakers to the two automatic transfer switches, the onsite emergency I power system meets the single failure criterion. We required as a -

pemanent fix the eventual removal of the autonatic bus transfer feature in the 480 V clectrical power distribution systen and we requested in our letter dated Decenber 4, 1975, your proposal for accomplishing this.

Responding to our December 4, 1975 request, you nroposed in your

.Tanuary 27, 1976 submittal to replace the autonatic transfer switches with nanually operated, double throw safety suitches. You also proposed to install Kirk Key interlocks between n e nornal and alternate sup;,1y circuit breakers for each nanual suitch. From our revicu cf the infor ation and drawing which you provided in your .icnuary 27.

1976 subnittal, we conclude that since your proposed nethod of renoval of the automatic bus transfer feature will not affect the Yankee-nowe onsite ener'ency power syster 's confornance . tith Regulatory Guide 1.6, " Independence Betiecen Redundant Standby (Onsite) Power Sources and Detween their Distribution Systens", it is acceptabic.
