Responding to our let:er dated April 9, 1976, concerning your ongoing efforts on develeping the revised Yankee Atomic Electric Company's tcpical Quality Assurance Program, you stated in part .n your letter dated April 27, 1976, . . . "Until such time as the NRC can internally agree upon such a list of documents and issue it to us in scriting, wo find it impossibic to agree to a submittal date for a revision to our revised Quality Assuranco Program . . ' ."

This .is to' confirm that Mr. C. J. Heltemes' letter to you dated April 19, 1976, including the documents referenced therein, represent the po.sition of the Offico cf Nuclear Reactor Ragulation on the requirements for an acceptabic Quality Assuranco Program for the Yankee-Rowe, Maine Yankee and Vermont Yankoo facilities.

I I trust that this letter will remove the uncertainty regarding the scope of your remaining efforts for submittal of the revised topical Q/A program.

I regret the apparent past misunderstandings and I am confident that this matter will be cooperatively and successfully resolved.

In view of the circumstances, I believe a one month extension to my previous request is justified. Accordingly, please advise me if you  ;

cannot make your final submittal by September 1, 1976. Further, if I any changes to your ongoing program are needed to conform to the ret -'

progrca description, we would enpact that they will be implemented ' j.
