A February 3,1997, NRC letter to Southern Nuclear Operating Company (SNC) issued amendments to the Farley Nuclear Plant (FNP) Units 1 and 2 Technical Specifications (TSs), i.e.,

Appendix A to Operating Licenses NPF-2 and NPF-8. The amendments deleted Containment Systems TS 3.6.2.2, " Spray Additive System," and replaced it with Emergency Core Cooling Systems TS 3.5.6, "ECCS Recirculation Fluid pH Control System."

A March 25,1997, NRC letter to SNC issued amendments to the FNP Units I and 2 TSs that removed certain cycle-specific parameter limits from the TSs and relocated them to the Core  !

Operating Limits Report (COLR). 1 The Unit 1 COLR TS amendment was implemented prior to the Unit 1 Elitrination of Containment  ;

Spray Additive System TS amendment because this TS amendment required plant design changes prior to implementation. Both TS amendments made changes on FNP Unit 1 TS Bases page B 3/4 l l-3. Ilowever, because of timing differences between submittal, issuance, and implementation, both TS amendment changes were not incorporated into'the last TS amendment that affected TS Bases page B 3/41-3. This same situation will occur for Unit 2 after the 12tn refueling outage (U2RO12) scheduled for Spring 1998.

Attached are the corrected Units I and 2_TS Bases page B 3/41-3 that correctly incorporate changes from the COLR and Elimination of Containment Spray Additive System TS amendments.

Please note that Unit 2 Elimination of Containment Spray Additive System TS Bases page B 3/41-3 should not be implemented until after the Unit 2 COLR TS Bases page B 3/41-3 has been implemented. (This should happen with due process since the COLR TS change is required prior to Mode 5 after the U2RO12, and the Elimination of Containment Spray Additive System TS

The following items provided in the SNC November 15,1996, letter to the NRC concerning the

. Elimination of Containment Spray Additive System TS amendment remain valid: (1) the safety assessment

_ ' for the proposed changes, (2) the basis for a deterrrination that the proposed changes do not involve a significant hazards consideration pursuant to 10 CFR 50.92, (3) the other proposed changes to the Units 1 and 2 TS pages, and (4) the determination ths.t the proposed changes will not significantly affect the quality of the human environment.

A copy of this letter has been sent to Dr. D. E. Williams, the Alabama State Designec, in accordance with 10 CFR 50.91(b)(i).

Mr. D. N. Morey states that he is a vice president of Southern Nuclear Operating Company, and is authorized to execute this oath on behalf of Southem Nuclear Operating Company and that, to the best of his knowledge and belief, the facts set forth in this letter and enclosures are true.
