ENCLOSURE 1 NOTICE OF VIOLATION N.S. Savannah Docket No. 50-238 Charleston, SC License No. NS-1 During the Nuclear Regulatory Commission (NRC) inspections conducted on November 25-27 an: December 11, 1987, a violation of NRC requirements was identified. The violation involved the failure to post and secure a radiation control area. In accordance with the "General Statement of Policy and Proce-dure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Technical Specification 3.3 requires that all radiation control area entrances be posted with appropriate caution and warning signs, locked and secured with chains and sealed with numbered seals. The Technical Speci-fications define a radiation control area as an area of the ship with radiation levels in excess of 0.25 millirem per hour above natural back-ground as measured at one meter from any surface.

Contrary to the above, on November 25, 1987, the entrances to Cargo Hold 4 at the D deck level were found unsecured with no warning signs or seals and radiation levels of 0.45 millirem per hour above background were measured at one meter from the aft starboard bulkhead.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, N.S. Savannah is hereby required to submit a written statement or explanation to the Nuclear Regulatory Comission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be ,

given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such othec action as may be proper should not be taken.
