Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT N0. 50-238/87-01)

This refers to the Nuclear Regulatory Commission (NRC) inspections conducted by

'

F. R. McCoy on November 25-27 and by C. H. Bassett on December 11, 1987. The

inspection included a review of activities authorized for your N.S. Savannah

facility. At the conclusion of the inspections, the findings were discussed

with those members of your staff identified in the enclosed inspection report.

Areas examined during the inspections are identified in the report. Within

these areas, the inspections consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspections findings indicate that certain activities appeared to violate

NRC requirements. The violation, references to pertinent requirements and

elements to be included in your response are described in the enclosed Notice

of Violation.

As mentioned in the enclosed report, deficiencies were also noted in that your

reactor compartment access intrusion alarm was not audible at the manned

security guard post on November 25, 1987. Additionally, deficiencies were

noted in that you have not adequately implemented a-program to assure that

established stay times are properly utilized to control time spent in rest-

ricted areas. This is necessary in order to assure that potential exposures to  ;

any individual will not exceed five percent of 10 CFR 20.101 exposure _ limits. l

You should address these deficiencies with your response to the enclosed Notice

of Violation and identify corrective actions you have taken or plan to take in I

order to resolve them.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, ,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures l

will be placed in the NRC Public Document Room. I

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub. L. No.96-511. i
