The purpose of this letter is to request that you use a slightly nodified format for reporting those non-routine occurrences that are required by your technical specifications to be reported to the Commission. You will recall that in October 1974, we started on a program to update the reporting reonirenents specified in the technical specifications of power reactor licensees. This program was brought about in part by the Energy Reorgani-zation Act of 1974, Section 208, which requires that certain infornation about abnormal occurrences be reported quurterly to Congress and disseminated 1 to the public. A regulatory guide was prepared which identified the required [

reports, both routine and non-routine, and described the needed infomation.

Regulatory Guide 1.16, " Reporting of Operating Infomation - Appendix A -

Technical Specifications" was the basis for the reporting requirenents.

In cur letter to you which issued technical specifications in confomance i with the regulatory guide, we requested that you use the femat presented '

in the guide and the instructions found in " Instructions for Preparation of Data Entry Sheets for Licensee Event Report (LER) File", 00E-SS-001, October,1974. The femat for the Licensee Event Report has been nodified ,

to rahe the LERs nore useful for evaluation purposes. In addition, new instructions for completing the LER have beer prepared and nay be found in "!r.structions for Preparation of Data Entry Sheets for Licensee Event Report (LER) File", NUREC-Ohl, July B77. Two copies of this new instruction manual are enclosed for your future use. For additional '

copies of the instruction manual er blank LER foms, please contact our Director of Managenent Infonration and ProEran Control, f-The new instruction manual contains a facsimile of the revised LER and i instructions which are very sinilar to those presently being used.
