SUBJECT: NRC INSPECTION REPORT 50-361/97-06; 50-362/97-06
Dear Mr. Ray:

An NRC inspection was conducted March 17-21 and March 31 to April 4,1997, at your
San Onofre Nuclear Generating Station, Units 2 and 3, reactor facilities. The enclosed
l
report presents the scope and results of that inspection. The final results of this inspection
l
were discussed with Mr. Gibson of your staff on May 28,1997.
l
The inspector; concluded that conditions adverse to quality were generally being
!
appropriately identified, evaluated, corrected and prevented at the San Onofre Nuclear
Generating Station. Our inspection also noted that a recent, self-initiated, joint utility
l
management audit of your quality assurance program noted the lack of active involvement
of the nuclear safety group in the oversight of your quality assurance activities. Our
inspection confirmed this finding and noted that your quality assurance program had
delegated the review and audit functions that are typically assigned to an offsite review
committee to the nuclear safety group. We will review your resolution of this concern in a
future inspection.
One unresolved item was identified concerning the failure to provide a licensee event report
for the licensee-identified failure to perform technical specification surveillance tests of the
containment mini-purge valves. As discussed in Section M2.1b of the enclosed inspection
report, the inspectors were informed that a licensee event report was under development.
The reasons for the missed surveillance tests and the delay in issuing the report will be will
be reviewed following issuance of the licensee event report.
