(NRC INSPECTION REPORT NOS. 50-338/88-02 AND 50-339/88-02)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
M. Shannon on January 25-29 and February 8-12, 1988. The inspection ircludcd a
review of activities authorized for your North Anna facility. At tiie conclusion
of the liispection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.

The inspection findings indicate that certain activities appeared to violate
NRC requirements.
The violation, refererces to pertinent requirements, and
elements to be included in ycur response are described in the enclosed Notice
of Violation.
Two additional violations (338, 339/88-02-01 and 338, 339/88-02-02) described in
the enclosed inspection report are under consideration for escalated enforcement
i
action.
't ordingly, they are not included in the enclosed Notice of Vio'lation
and no response to these items is required.
However, please be advised that
the number and characterization of these violations described in the enclosed
'
inspection report may change as a result of further NRC review. An Enforcement
Conference to discuss these violations is scheduled for March 28, 1988.
You

will be advised by separate correspondence of the results of our deliberations
on this matter.
Your attention is invited to the unresolved item identified in the inspection
report. This matter will be pursued during future inspections.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Room,
