ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325, 50-324 Brunswick 1 and 2 License Nos. DPR-71, DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on January 1-31, 1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violations is listed below:

Technical Specification 3.8.1.1.b requires four separate and independent diesel generators to be operable. ACTION statement e.1 of the above specification requires, with two diesel generators inoperable, demonstra-tion of OPERABILITY of the remaining diesel generators by performing Surveillance Requirement 4.8.1.1.2.a.5 within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. This surveillance requires the generator to be synchronized, load to at least 1750 KW, and operated for greater than or equal to 15 minutes.

Contrary to the above, Technical Specification 3.8.1.1.b was not met in that, with two diesel generators inoperable on January 5, 1988, at 3:52 p.m., the remaining operable diesel generators were not operated to at least 1750 KW for 15 minutes within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. Diesel generator No. 4 completed its 15 minute run at 6:00 p.m., on January 5, 1988.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation,(2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause i s shown, consideration will be given to extending the response time.
