SUMMARY

REPORT FOR RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A-46 In Generic Letter (GL) 87-02, the NRC staff set forth the process for resolution of USI A-46 and encouraged the affected nuclear power plant licensees to participate in a generic program. In Supplement 1 to GL 87-02, the NRC staff requested a commitment to the Generic implementation Procedure for Seismic Verification of M.echanical and Electrical Equipment for Nuclear Plants, Revision 2, (GIP-2) prepared by Seismic Qualification Utility Group (SOUG) for resolution of USl A-46. The NRC also requested a schedule for implementation of GIP-2 and submission of a report summarizing the results of the USI A-46 program. In our letter dated September 18,1992 (Serial No.92-384), Virginia Electric and Power Company committed to implement GIP-2, including the clarifications, interpretations, and exceptions indicated in the Supplemental Safety Evaluation Report No. 2 (SSER-2) and included a schedule for submittal of a summary report of the program. No significant deviations / exceptions to the GlP/ SSER-2 were used in our implementation of the USI A-46 seismic review process.

This letter forwards the results of the USI A-46 evaluation for North Anna Power Station Units 1 and 2.

i The GIP-2 requires that a plant-specific summary report be submitted to the NRC staff, including a proposed schedule for modifications and/or replacement of those outliers which are yet to be resolved. The Sumrnary Report also required submittal of the Safe Shutdown Equipment List (SSEL), Seismic Evaluation, Relay Evaluation, and a Completion Report. The attachment to this letter constitutes the Summary Report.

Outliers, as defined by GIP-2, were identified during the seismic review. The outliers that have been resolved and those that have not yet been resolved are discussed in Sections 11.1 and 11.2, respectively, of the attached Summary Report. The outliers that t

I remain open are not considered to be significant and will not render any structure, system or component inoperable during or following a design basis earthquake.

Virginia Electric and Power Company plans to disposition the outliers that have not yet been resolved by the end of the North Anna Unit 1 refueling outage currently scheduled to commence in April 2000.

The NRC will be notified when the planned actions for resolution of USl A-46 have been completed including disposition of the remaining outliers. The commitments made in this letter are summarized below. If you have any questions, please contact us.
