Dear Ms. Downes:

Thank you for your letter of October 1,1978 addressed to Chairman Hendrie regarding the proposed New England Plant (NEP).

Since the licensing pro-cess involves an adjudicatory hearing which might be subject to review by the Chairman and the Commissioners, it would be inappropriate for Chairman Hendrie to personally reply to you.

For this reason, your letter has been referred to me for response.

We appreciate the concern you have expressed over what appeared as an inconsistent statement regarding the proposed location of the barge unloading facility for NEP.

An NRC staff member who attended the presentation referred to in the September 28 Westerly Sun understands that Dr. Harrington indicated that the Charlestown site is closer than the Westerly site to the proposed barge unloading facility.

The NRC environmental project manager for NEP has verified this statement with Dr. Harrington who indicated no change is planned in the location of the facility and, as presented in the applicant's environmental report, Point Judith Pond remains the proposed location of the barge unloading facility. -

You may be interested to know that if a utility makes changes in his application and/or environmental report from that previously reported, he is required to inform the NRC of those changes and to update his application.

I hope this response clarifies your queries regarding the proposed NEP project.

A draft environmental impact statement is presently being pre-pared, and we will be pleased to send you a copy when it becomes available.
