Based on the January 14, 1988, telephone conversation between you and Mr. Gary Shear of my staff, it is my understanding that February 10 and 11, 1988, was agreed upon as dates for our' site visit to tour your emergency response facilities.

Recent experience in the Federal Field Exercise identified the need for Region III to evalcate each licensee's emergency response facilities to determine if the NRC's Expanded Activation Site Team can be adequately accommcdated.

IE Information Notice No. 86-18 described the planned compot. tion and location of the NRC Site Team that would respond to a major nuclear power plant' accident.

Region III does not expect licensees to backfit to provide increased facility space.

Facilities that have been constructed and approved under current regulations and guidance may not have the capability to accommodate the NRC Expanded Site Team as outlined in Information Notice 86-18.

Our goal is to consider with each licensee, ways of making more efficient use of available space, of providing adequate communications, and of identifying alternate space where relevant data could be made available in a timely, reliable manner.

Attached to this letter is an outline of the areas we will be reviewing.
