T11s amendment consists of changes to the Technical Specifications (TSs) in response to your application dated February 27. 1997, which submitted Proposed l

Operating License Change Request No. 241.

The amendment changes Technical Specification (TS) 5.3.1.2.a to increase the l

max' um allowable U-235 enrichment of new fuel assemblies in the new fuel storage racks to 5.0 weight percent with a tolerance of +0.05 weight percent.

and modifies TS 5.3.1.2.c to increase the maximum allowable K,,, to less than or equal to 0.98 for moderation by aqueous foam.

A copy of the related Safety Evaluation is also enclosed.
