EVALUATION OF RIVER BEND STATION COMPLIANCE WITH 10 CFR 50.62, REQUIREMENTS FOR REDUCTION OF RISK FROM ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS), WITH REGARD TO ALTERNATE R00 INJECTION (ARI)

AND RECIRCULATION PUMP TRIP (RPT) SYSTEMS (TAC 65880) l The NRC staff has completed its review of your submittals dated July 31 and October 30, 1987, regarding the ARI and RPT systems for the River Bend Station Unit. No. 1. As discussed in the enclosed safety evaluation, the staff concludes that the ARI and ATWS/RPT designs are in compliance with the ATWS Rule (10 CFR l 50.62), and are therefore acceptable. i The equipment required by the ATWS Rule to reduce the risk associated with an ATWS event must be designed to perform its function in a reliable manner. A method acceptable to the staff for demonstrating that the ARI equipment satis-fies the reliability requirements of the ATWS Rule is to provide Technical Spe-cifications which include operability and surveillance requirements. The staff will provide guidance on a generic basis regarding Technical Specification re- l quirements for ARI at a later date.

The staff previously found that your proposed design for the standby liquid control system to meet the requirements of the ATWS rule is acceptable as discussed in the October 26, 1987 safety evaluation-supporting Amendment No.

13 to the River Bend license. It is our understanding that all of the modifications required to meet the ATWS Rule were completed prior to restart from the first refueling outage (December 1987). l
