We have received the TVA response to the Integrated Design Inspection (IDI)

report (IR 50-327/87-48,50-328/87-48) which addresses the specifir technical

issues identified by the NRC report. However. your response has omitted any

reference to the general observations identified in the report transmittal

letter. Specifically, there are four (4) observations:

apparent lack of timely corrective actions by Division of Nuclear

Engineering (ONE),

weaknesses in desig verification process during initial plant

oesign,

lack of timely implementation of changes to statior, operating

procedures that result from DNE changes, and

lack of a systems integration function within DNE.

These are significant concerns that relate to DME and the Division of Nuclear

Quality Assurance (DNQA). At the NRC followup inspection exit meetin') in

Knoxville, Tennessee on November 19, 1987, we specifically requested the

Director, DNE and DNQA to address these items in tM TVA response to the IDI

report. The response does not address them. We reauest that you identify ,

specific corrective actions that TVA has taken, or will take, to' remedy the

above observations and respond to thic office by January 29, 1988
