PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD FEBRUARY 24 - March 14, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC managemcnt and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detai1.

A ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD February 24, 1988 - March 14, 1988 1.0 Plant Status As of 8:00 a.m. on March 14, 1988, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 F_acility Operations Summary Unit 2 is in day 367 of its seventh refueling outage that began March 13, 1987. Unit 2. completed its reactor pressure vessel (RPV) hydrostatic test. . The test revealed the presence of unacceptable leakage through test plugs on three safety relief valves to the containment. Another -

RPV hydrostatic test will be performed prior to restart. Unit 2 plant system walkdowns and maintenance repair work is progressing. Late July has been established as the completion date for these activities. Unit 3 is in day 166 of its recirculation system pipe replacement outage that began October 1, 1987. Recirculation and RHR pipe removal is complete.

Critical path work is welding twelve new safe-ends to the jet pump and recirculation suction nozzles.

3.0 Items' of_Special Interest 3.1 On February 26, 1988, a management meeting was held in King of Prussia, PA between NRC Region I man.agement and PECo management.

The topic of discussion was recent NRC concerns with health physics and security. Root causes and corrective actions in both of these areas were discussed.

3.2 On March 7,1988, PECo announced the election of Joseph F. Paquette, Jr. , as President and Chief Operating Officer and that Corbin A.

McNeill, Jr., had accepted a permanent position with PECo as Executive Vice President - Nuclear. Both positions were effective on March 14. PECo also announced that James L. Everett, III, will retire as Chairman and Chief Executive Officer on April 13. At that time J. F. Paquette, Jr. , will be elected as Chairman and Chief Executive Officer.

3.3 William F. Kane, Director, Division of Reactor Projects, Region I, met with the six former shift superintendents at Peach Bottom on March 11. Mr. Kane informed the former senior licensed operators that enforcement conferences will be held with them in the next several weeks. ,.

3.4 On November 18, 1987, the FBI arrested four licensee and two contractor employees on charges that they distributed methamphetamines at Peach Bottom and other locations in York County, PA. The U. S. District Court in Harrisburg found two Peach Bottom employees (one PECo and one contractor) guilty of co1spiracy and possession to distribute methamphetamines and sentenced them to prison on March 11, 1988.

Another contractor received a prison sentence also. Two employees were found not guilty and action is pending on the last of the six.

4.0 Other Items of Interest 4.1 A Unit 2 full scram signal occurred on March I while shutdown due to an apparent reactor operator error. The reactor operator placed the scram discharge volume (SDV) switch from bypass to normal before the SDV was drained. This caused a full scram signal; however, since all rods were in, no rod movement occurred.

4.2 A half scram and half group III ccntainment outboard isolation occurred on Unit 2 on March 2, 1988. The cause of the isolation was an undervoltage trip of a reactor protection system (RPS) motor generator (MG) set. This occurred when a plant operator adjusted the output voltage of the RPS MG set without first notifying the control room.

4.3 A Unit 2 emergency load center feeder breaker tripped on March 2, 1988. Loads lost included the 28 RPS MG set, cor.tainment isolation logic power and the motor driven fire pump. A half scram and centainment group II and III outboard isolations occurred. The cause of the event was a failure of an undervoltage relay.

4.4 A group IIB primary containment isolation occurred on Unit 2 on March 3, 1988. No valve movement or pump trip occurred because shutdown cooling was secured. The cause of the event was the removal of a fuse from the wrong control panel due to an error in a blocking permit.

A complete description of the above events and NRC followup is contained in routine resident inspector reports covering this time period.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant. activities between February 24 and March 14, 1988. These individuals consisted of the following:

3 Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

During this report period, two Region I specialist inspections were conducted:

February 29 - March 3, 1988; Emergency Preparedness March 14 - 18, 1988; Pipe Replacement / Metallurgical Inspection reports covering the details of these inspections will be issued in the near future.

A routine resident inspector inspection report (50-277/88-01; 50-278/88-01) was issued on February 26, 1988. The inspection was conducted between January 1, 1988 and February 5, 1988. One apparent violation was cited concerning respirator issue and control.

A routine Safeguards inspection report (50-277/88-03; 50-278/88-03) was issued on March 4, 1988. The inspection was conducted between January 19-22, 1988. No violations were cited.
