REQUEST FOR ADDITIONAL INFORMATION - IEB 85-03 SOUTH TEXAS UNITS 1 AND 2 We have received your letters of June 2,1986, and February 27, 1987, pertaining to South Texas Units 1 and 2, containing their response to IEB.85-03, "Motor-0perated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings". The review of your responses indicates the need for additional _information to ensure acceptability of your program to assure valve operability.

J. H. Goldberg, Group Vice President, Nuclear The information provided in your response to Action Item e of IE Bulletin 85-03 was found to be deficient in some areas. Provide the additional information necessary to resolve the following comments and questionc:

1. Has water hammer due to valve closure been considered in the determination of pressure differentials? If not, explain.
2. The AFW MOVs-listed for testing in the responses of 06-02-86 and 02-27-87 are shown on Drawing SS149F00024 Revision 7, in discharge lines to the steam generators. Verify that these valves are truly paired in series to each steam generator. Page 27 of the WOG Report of March 1986 shows them paired in parallel.
3. Revise the response of 02-27-87 to include the following MOVs, or justify their exclusion. In accordance with Action Item a of the bulletin, assume inadvertent equipment operations.

(a) HPSI MOVs ISI-0001A, -B and -C are shown normally open in the upper left corners of drawings 5N129F05013, -5014, and

-5015, respectively, all Revision 6. These valves are located in suction lines which lead from the RWST to the SI pumps.

(b) Valves ICV-0112B and -0113A (VCT Suction), ICV-0112C and

-0113B (RWST Suction), XCV-8348 (CCP Pump 1A Miniflow) and XCV-8377A and -8377B (Centrifugal Charging Pumps to RCS Cold l Legs) are shown on FSAR Figure 9.3.4-3, Amendment 56.

(c) Valve ICV-0025 (Normal Charging) is shown normally open on l FSAR Figure 9.3.4-1, Amendment 56, and as HV-8106 on Page 24 l of the WOG Report.

4. Unlisted MOVs 0143 and 0514 are shown in series in the steam line supplying the AFW Turbine, in Zone H-8 of Drawing SS149F00024 Revision 7. Revise the response of 02-27-87 to include these valves, or justify their exclusion, assuming inadvertent equipment operations.
5. State the expected date for completion of Action Item f. The specified date for Unit 1 is January 15, 1988.
6. The proposed program for action items b, e and d of the bulletin is incomplete. Provide the following details as a l minimum:

(a) commitment to a training program for setting switches and maintaining valve operators, (b) commitment to justify continued operation of a valve determined to be inoperable (for Unit 1 only), and (c) description of a method possibly needed to extrapolate valve stem thrust measured at less than maximum differential pressure.
