SUMMARY

/ MINUTES OF THE ACRS PLANNING AND PROCEDURES SUBCOMMITTEE MEETING MARCH 5, 1997 The ACRS Subcomittee on Planning and Procedures held a meeting on March 5,1997, in Room 2B1, Two White Flint North Building, Rockville, Maryland. The purpose of the meeting was to discuss matters related to the conduct of ACRS business.

The meeting was convened at 2:00 P.M. and adjourned at 3:35 P.M.

1) DOCUMENTS REFERRED TO IN ACRS REPORTS / LETTERS Certain documents were referred to .in the report to Chairman Jackson approved by the full Comittee on the Human Performance Program Plan.

While the Subcomittee Chairman was familiar with all the documents cited .

in the text of the report or the list of references, many of them had not been distributed to ACRS Members, nor to the staff. Members are reminded to distribute supporting documents well in advance so all Members will "have benefit of the documents referenced" before reports or letters are

, approved.

RECOMMENDATION The Subcomittee recommends that the cognizant Subcomittee Chairman and Staff Engineer ensure that all documen';s to be referenced in an ACRS report or letter are distributed to all ACRS members prior to the meeting g A, (

at which such a report or letter is written. A further check will be made F during the final review of the draft report or letter prior to presenting i it for final approval.

2) @NPOWER REACTOR SURVEY Dr. Seale, the ACRS Chairman, issued a memorandum (p.1) requesting the Members to provide questions and coments on the AE0D nonpower reactor survey. These questions and coments will be used by the Committee in deciding on the need for a briefing on this matter. - to submit their questions ' and comments to Sam Duraiswamy or Michael i Markley before the end of the March meeting. Coments have been received from Dr. Powers and Mr. Barton (pp. 2-5).

REC 0petENDATION The Subcommittee recomends that a presentation by the staff on this matt 1r be scheduled for the April 3-5, 1997 meeting.

3) CANDIDATES FOR APPOINTMENT TO THE ACRS I During the March meeting, Members interviewed one candidate for appointment to the ACRS. A schedule, along with the candidate's resume, were made available to the Members at the beginning of the meeting.
Results from the Comittee's previous interviews were discussed briefly on March 6, 1997. Additional discussions will be held on Saturday, March 8, 1997. During this meeting, the Comittee should complete a report to the Commission recommending a slate of candidates for Comission approval.
4) OVESTIONS FOR PRESCREENING ACRS CANDIDATEF ,

A list of questions for prescreening candidates for ACRS membership, especially utility personnel, was distributed to the Members during the February meeting. Since then, they have been reformatted and revised.

This revised version is attached (pp. 6-8).

Applicants previously employed by utilities have submitted these prescreening questionnaires, which will be forwarded to the Office of General Counsel and the Office of Investigations for review.  ;

5) INTERNATIONAL ACTIVITIES

= A fax message was transmitted to Dr. Birkhofer (p. 9) requesting )

information concerning the proposed Quadripartite Meeting as well as the meeting proposed last fall between the ACRS and the RSK. A fax was received from Dr. Candeli (p. 10) advising the ACRS that April 30 would be the preferred date for a meeting between the RSK and the

. ACRS. A second faxed memorandum' from Dr. Candeli (pp. 11-13)

transmitted a proposed agenda for a two-day meeting April 29 and May 1.

RECOMENDATION The Subcomittee recommends that Dr. Candeli be contacted to discuss the agenda proposed by the RSK. A 2-day meeting would be possible

, only if it could be scheduled for April 29-30, 1997. Minimal French participation is recommended.

6) FOREIGN IBAyll
  • Members are requested to advise the Executive Director of any foreign travel to be taken before September 30, 1997.

RECOMENDATION The Subcommittee recommends that Members notify the ACRS Staff immediately if they are lanning any international travel before September 30, 1997, to al ow sufficient funds to be allocated.

7) llEMBERS' I/ SUES
  • A memorandum from Dr. Powers (pp.14-15) records his observations of the way the new procedures for letter-writing worked during the February ACRS meeting.

RECOMENDATION The Subcomittee recommends that Members read and comment on Dr.

Powers' menorandum and provide addftional comments on how the new procedures era working, as appropriate.

  • A memorandum from Dr. Powers (pp. 16-17) recomends that a Subcomittee on Research be established.

RECOMMENDATION The Subcomittee recomends that Members consider Dr. Powers' proposal and that it be discussed in depth at the April 3-5, 1997 meeting.
