Gentlemen:

This refers to the inspection conducted by Mr. H.

S.

Phillips

during the period February 3 through March 1, 1988, of activities

authorized by NRC Construction Permits CPPR-126 and CPPR-127 for

the Comanche Peak Steam Electric Station, Units 1 and 2, and to the

discussions of our findings with you and other members of your

staff during and at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection.

Within these areas, the inspection

consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the

inspector.

During this inspection, it was found that certain of your-

.

activities were in violation of.NRC requirements, as specified in

the enclosed Notice of Violation.

A written response to this

violation is required.

The response directed by this letter and the accompanying Notice

are not subject to the clearance procedures of the Office of

Management and Budget as required by the Paperwork Reduction Act of

1980, PL 96-5111.
