. Gentlemen:

SUBJECT: SPECIAL NRC INSPECTION REPORT

This letter refers to the special inspection conducted by Mr. M. C1111s of

this office on February 5 and 8, 1988, of activities authorized by NRC License

No. DPR-54, and to the discussion of our findings held by Mr. Cillis with Mr. '

J. McColligan and other members of your staff at the conclusion of each site

visit during the inspection.

The inspection was conducted to review the circumstances related to the 10 CFR

Part 20.403(a)(1) notification made to the NRC on February 4,1988. The

notification concerned.the potential for a skin exposure of approximately 450

rem having been received by a SMUD worker. The inspection consisted of

selective examinations of procedures and representative records, interviews

with personnel and observations by the inspector.

The findings.of this inspection discussed in the enclosed report will remain

an unresolved item pending the completion of your investigation related to

this matter.

In accordance with 10 CFR Part 2.790(a), a copy of this letter and the

enclosure will be placed in the NRC Public Document Room.

discuss them with you.
