S ub.i e :' - Weting Summary A meeting was held in the NRC Region I office'o. February 19, 1988 concerning the Philadelphia Electric Company. The meeting was attended by:

C. McNeill Senior Vice President - Nuclear, PSE&G W. Russell Regional Administrator, Region I S. Vargs Associate Director for Projects, NRR W. Kane Director, Division of Reactor Projects Mr. McNeill announced that effective February 29, 1988 he would assume respon-sibility for the nuclear activities of Philadelphia Electric Company (PECo) and would have the title of Execut.ive Director - Nuclear,- and report to J. L.

Everett, Chief Executive Officer. As such he would effectively replace J.

Kemper, Senior Vice President - Nuclear.

J. Kemper will report to C. McNeill and will be responsible for _ construction completion at Limerick 2.

D. Smith, Vice President, Peach Bottom; G. Leitch, Vice President, Limerick; J. Kowalski, Vice President, Nuclear Engineering; D. Helwig, General Manager Quality Assurance; and J. Gallagher, Vice President, Nuclear Services will also report to him.

No other organizational changes were identified or discussed.

Mr. McNeill noted that he had visited the Peach Bottom site for about a week, earlier in the year. He expressed concern with the large number of people on site and expects to review that situation as a high priority.

The NRC staff noted that the INP0 letter of January 11, 1988 raised concerns L

l with the extent to which external parties had the opportunity to provide a j

viable input to the PECo submittals. We advised Mr. McNeill that we were l

preparing a letter requesting PEco to address this issue. He acknowledged that and noted that it would likely be mid April before he would be able to conduct his assessment and respond.
