Subj ect: Shipment of EPICOR-I Resin Liners To Richland, Washington As you know, on November 19, 1979, Governor Ray, State of Washington, issued an Executive Order (E0 79-07) reopening the Hanford waste disposal l
site. The EO specified a number of items which must be adhered to by the waste generator prior to shipment. With the reopening of the site, we expect that Met-Ed will begin making necessary arrangements to comply with the E0 and develop a schedule for shipping the EPICOR-I resin liners to the Hanford site for burial. However, before any such shipments leave the TMI site, we will require that Met-Ed demonstrate that all solid waste does not contain any free liquids as defined by Appendix 2 af ANSI /
ANS 55.1-1979. This requirement is applicable to both dewatered resins and spent filter media as well as solidified wastes at the time of waste shipment departing from the reactor site.
In this regard, we are aware of a dewatering study that you have had underway for the past several months to document that the EPICOR-I liners do not contain any free standing water. We request that the results of this study be submitted to our on-site staff for review and evaluation prior to any EPICOR-I liners being shipped to Hanford.
