APPENDIX A NOTICE OF DEVIATION Houston Lighting & Power Company Docket: 50-498 South Texas Project, Unit 1 Operating License: NPF-71 Based on the results of an NRC inspection conducted on January 19-22, 1988, a deviation from your commitments was identified. The deviation resulted from a failure to upgrade an emergency operating procedure (E0P). In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the deviation is listed below:

. Failure to Upgrade an Emergency Operating Procedure In a letter (ST-HL-AE-1922) dated February 23, 1987, to the NRC concerning the "Applicability of Diablo Canyon Natural Circulation Test -

Confirmatory Item #11," Houston Lighting & Power Company provided additional information on conformance to Branch Technical Position Reactor Systems Branch 5-1 regarding the use of the reactor vessel (RV) head vent system to promote mixing and cooling of the upper head region during a natural circulation cooldown.

In deviation from the above, the NRC inspec. tor determined on January 21, 1988, the licensee had not included the use.af the RV head vent system in Emergency Procedure IP0P05-E0-ES03, Revision ?, as coninitted. (498/8805-01)

Houston Lighting & Power Company is hereby requested to submit a written statement or explanation to this Office within 30 days of the date of the letter transmitting this Notice. This reply, shouid. include for each deviation: (1) the reason for the deviation if ad.nitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid recurrence, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
