Section B, On site Emergency Organization Duke Power has re-engineered the communications emergency plan to be more effective. New positions have been developed and are now included in Section B.8. As a result of the inclusion, information in Sections B.9 and B.10 have been renumbered and remaining pages in Section B have shifted.
Figure B-1, McGuire Nuclear Site minimum staffing requirements for emergencies has been revised as approved in the NRC safety evaluation dated 11/12/96 (TAC Nos. M92462 and M92463). The NRC determined the following changes do not decrease the level of on-site preparedness:
Eliminate the 45-minute communicator response.
Relax the core and thermal / hydraulic technical support response from 45 minutes to 75 minutes.
Reduce the minimum number of on-shift RP technicians from four to two.
Relax the response time of two RP technicians used for performing off-site radiation surveys from 45 minutes to 75 minutes.
Relax the response time of two RP technicians for access control, team coverage, personnel monitoring and dosimetry from 45 minutes to 75 minutes.

Section C, Emergency Response Support and Resources Page C-2, Section C-3 has been revised to delete the use of Duke Power personnel and the emergency boat for lake warning purposes. This change does not relax lake warning capabilities but removes Duke Power personnel from assisting in evacuating Lake Norman. Letter to Duke Power Company dated March 21,1997, from North Carolina Department of Crime Control and Public Safety, Division of Emerger.cy Management (see Attachment 2) states Annex G of the Nonh Carolina Emergency Response Plan has been revised to reflect the sole use of the State of North Carolina and the cour. ties of Mecklenburg, Iredell and Catawba to provide 100% warning capability. Lake evacuation must be performed by certified law enforcement. Use of Duke Power personnel to facilitate evacuation is no longer an option. As stated in the letter, revised Annex G has been tested and evaluated by FEMA with no problems identified.
Section D, Emergency Action Levels Editorial changes were made to Section D pages as follows:

Dear Ms. Hasty:
Several years ago the McGuire Task Force Lake W rning Project Team reviewed the capabilities of the State of North Carolina and the Counties ofMecklenburg, Iredell and Catawba, to provide 100% warning capability for Lake Norman and the Catawba River in the event of an accident at McGuire. The purpose of this review was to remove any responsibility from Duke Power for evacuation of the lake and river. Use of Duke Power personnel to facilitate evacuation is a problem because they are not certified law enforcement.
Ofr-site law enforcement epJes are now able to carry out this function due to changes in the lake patrol capability of the 9 affs departments. The agencies responsible for this function are Charlotte /Mecklenburg Police Department, Iredell Sheriffs Department, Nonh Carolina Wildlife Resources Commission - Enforcement Division, and the Catawba County Sheriff s Department.
We hope to invoive :he Lincoln County Sheriffs Department and Mecklenburg Parks and Recreation in the fuiu.e.
The committee revised Annex G to the McGuire Emergency Response Plan to reflect the sole use oflaw enforcement personnel. The revised Annex G has been tested and evaluated by FEMA.
No problems have been identified.
I understand that the Emergency Planning Group at McGuire Nuclear Site has been retaininj; a boat for Lake Warning. After review of the current plans, and because of the above mentioned changes, I do not believe Lake Warning suppon from McGuire is still needed.
