manner, immediately suspend all operations involving CORE ALTERATIONS, I
positive reactivity changes, movement of irradiated fuel, crane operation with loads over the fuel storage pool, or operations with a potential for draining the reactor vessel, initiate corrective action to energize the required

' The current Technical Specifications 3/4.8.2.2 and 3/4.8.3.2 are inconsistent as to the number of battery banks required operable and vague as to the specific electrical distnbution system equipment required operable in modes 5 and 6.

1 The proposed change to Technical Specification 3/4.8.2.2 to replace the wording "As a j
minimum, one 125 voit battery bank and its associated full capacity charger" with

This change is being proposed to resolve an inconsistency with Technical Specification 3/4.8.3.2 which currently requires two battery banks energized in modes 5 and 6. This proposed change does not alter the manner in which any system or component is operated during normal or accident conditions. The change will also provide a greater level of assurance that the battery banks will be correctly aligned and surveilled by correcting i
the inconsistency in the Technical Specifications. This proposed change is considered an administrative change.
The proposed change to reword Technical Specifications 3/4.8.2.2 and 3/4.8.3.2 to identify the specific equipment required and their alignment during modes 5 and 6 is i
being proposed to reduce the vagueness in the present Technical Specifications. The AC and DC systems provide the required motive, control and instrumentation power needed for each train of safety related equipment to perform its design basis functions.
This proposed change will specify the equipment required operable for the on-site AC and DC electrical distribution systems during modes 5 and 6. This proposed change does not alter the manner in which any system or component is operated during normal or accident conditions. Additionally, the change will provide a greater level of i
assurance that the on-site AC and DC electrical distribution systems will be correctly i
aligned and surveilled by reducing the vagueness in the Technical Specifications. This proposed change is also considered an administrative change.
Based on the preceding, these changes are considered administrative and only clarify the original intent of the Technical Specifications. NNECO has also determined that this proposed change does not involve an unreviewed safety question.

NNECO has reviewed the proposed changes in accordance with 10CFR 50.92 and has concluded that the change does not involve a significant hazards consideration (SHC).
The bases for this conclusion is that the three criteria of 10CFR 50.92(c) are not satisfied. The proposed changes do not involve a SHC because the changes would i

involve a significant increase in the probability or consequence of an accident previously evaluated.
The proposed change to Technical Specification 3/4.8.2.2 to replace the wording "As a minimum, one 125 voit battery bank and its associated full capacity charger" to " As a minimum, one Train (A or B) of batteries and their associated full capacity chargers" will increase the required battery banks operable from one to two. This change is being proposed to resolve an inconsistency with Technical Specification 3/4.8.3.2 which currently requires two battery banks i
energized in modes 5 and 6.

Environmental Considerations j
NNECO has reviewed the proposed license amendment against the criteria of 10CFR j
51.22 for environmental considerations. The proposed changes do not involve a SHC, do not significantly increase the type and amounts of effluents that may be released off i
site, nor significantly increase individual or cumulative occupational radiation exposures. Eased on the foregoing, NNECO concludes that the proposed changes meet the criteria delineated in 10CFR 51.22(c)(9) for categorical exclusion from the requirements of an environmentalimpact statement j-1 i,
