EMERGENCY PLAN REVISION 25 In accordance with 10 CFR 50.54(q) and 10 CFR 50.4(b)(5), Southern Nuclear Operating 3(V Company hereby submits Revision 25 to the Vogtle Electric Generating Plant (VEGP)

Units I and 2 Emergency Plan (the Plan).

Revision 25 incorporates administrative and editorial changes. Enclosure 1 provides a i

description and justification of the individual changes. Enclosure 2 provides the insertion instructions. The revised plan pages are in Enclos *re 3. The changes made to the Plan do not decrease the effectiveness of the Plan.

In accordance with 10 CFR 50.4, two copies of Revision 25 are being sent to the NRC Region II Office, and one copy is being sent to the NRC Senior Resident at Vogtle Electric Generating Plant.

Supervised instruction, success paths and accident management strategies may be includedin these drills.

The States of Georgia andSouth Carolina including the Counties ofBurke, Aiken, Allendale and Barnwell will bepermitted to participate in drills when requested by the State or County Government.
