THE OPEN NUCLEAR SAFETY REVIEW STAFF (NSRS) RECOMMENDATIONS REQUIRING RESOLUTION BEFORE RESTART OF SEQUOYAH UNIT 2 Re:
Sequoyah Nuclear Plant, Units 1 and 2 By letters dated December 17, 1986 and October 5, 1987, Tennessee Valley Authority (TVA) submitted the details of its resolution of 27 open restart NSRS recomendations for Sequoyah.
These are the NSRS recomendations related i
directly or generically to Sequoyah by TVA, which had not been closed out by the NSRS before it was disbanded and which TVA concluded must be resolved before the restart of Sequoyah Unit 2.
In addition to these, there are 70 open non-restart NSRS recomendations related to Sequoyah which TVA concluded, and the staff has accepted, as not having to be resolved before the restart of Unit 2.
These 70 NSRS recomendations will be the subject of a separate l
letter.
As discussed in the enclosed Safety Evaluation (SE), the staff concludes that i
all the TVA resolutions or corrective actions for the restart NSRS recomenda-tions are acceptable as a means of addressing the recomendations.
In some cases, the TVA resolution of an NSRS recomendation is through a TVA program in the TVA Sequoyah Nuclear Performance Plan or a TVA Employee Concern Task Group elenent report.
The staff has concluded in the enclosed SE that these TVA programs and element reports are acceptably addressing these recomendations and, therefore, the TVA resolution is acceptable and verified.
The separate staff safety evaluation on the TVA program or element report will address the acceptably of the program and elenent report and thus the acceptability of TVA's actions to resolve the associated NSRS recomendation. This evaluation may be the staff's Safety Evaluation Report dated January 21, 1988 on the Sequoyah Nuclear Performance Plan. Where the staff has not concluded that a L

. resolution is verified, the staff has noted this in the enclosed SE and will review the specific procedure, instruction or plant modification in an inspection which will be conducted after the restart of Unit 2.
The accepta-bility of the staff conducting this inspection after the Unit 2 restart is also addressed in the enclosed SE.
